Chairman
Mr Huang Long
The Chairman of Tuas Power Ltd, Mr Huang is also Vice Chairman of Huaneng Power
International (HPI) and Vice President of China Huaneng Group (CHNG). After joining HPI,
he served as its Deputy General Manager and General Manager of International Co-operation
Department, and General Manager of International Co-operation and Commerce Department.
Mr Huang graduated from North Carolina State University with a Master’s Degree in
Communications and Automatic Control. He also serves as a director of Huaneng International
Power Development Corporation (HIPDC), a subsidiary of CHNG. Mr Huang has extensive
experience in capital market operations and has been involved in several major merger-and-acquisition
transactions conducted by CHNG and HPI.
Deputy Chairman
Mr Lim How Teck
Mr Lim is the Deputy Chairman of Tuas Power Ltd. He retired in 2005 from Neptune Orient Lines
(NOL) after having served since 1979 in various positions including Chief Operating Officer,
Deputy Chief Executive Officer, Group Chief Financial Officer and Board Member of NOL and
its group of companies.
Mr Lim has extensive international qualifications and experience in
business finance and accounting. He is a Fellow of the certified public/management accountant
bodies in Singapore, Australia and the UK, and is a graduate of the Harvard Graduate School
of Business Corporate Financial Management Course and Advanced Management Programme.
He also sits on the Boards of several private and public listed companies in Singapore. He was
awarded the Public Service Medal and the Good Service Medal in 1999 and 1996 respectively.

Mr Liu Guoyue
Mr Liu is a Director and President of HPI, Director of Shanghai Time Shipping Co. Ltd,
Director of Xi’an Thermal Power Research Institute Co. Ltd, Chairman of Hebei Hanfeng
Power Co. Ltd, Chairman of Huaneng Yushe Power Co. ltd. Director, Chairman of Tianjin
Yangliuqing Power Co. Ltd, Vice Chairman of Huaguang Power Generation Co.
Ltd of Shanxi Power International. He was Director and Vice President of HPI,
Deputy General Manager and General Manager of HPI Shijiazhuang Branch (Shangan Power Plant),
General Manager of Huaneng Dezhou Power Plant. He graduated from Guanghua Management College,
Beijing University with a master degree ( EMBA) in business administration.
Mr Ng Kwan
Meng
Currently the Managing Director and Head, Global Markets at United Overseas Bank, Mr Ng
is responsible for its Global Treasury business in Singapore and overseas. His responsibilities
include trading, structuring, corporate sales, margin trading, banknotes, precious metals
and futures. He is also Executive Director and CEO of UOB Bullion and Futures Ltd. He holds
a Bachelor of Social Science (Honours) degree from the National University of Singapore. He
had been with Overseas Union Bank since 1983 prior to its merger with United Overseas Bank.
Mr Ng is actively involved in the promotion of the forex and debt capital markets in Singapore.
He is a member of the Singapore Foreign Exchange Market Committee and a member
of the working group on Financial Industry Competency Standards.
Dr Wu Shen
Kong
Dr Wu retired in December 2006 after an illustrious 35-year career with BP. His last appointments were
that of President of BP companies in Singapore and, concurrently, Thailand. He had previously
been HR Director for BP in Asia, and President of BP Gas & Power Business in China. Under
his leadership, BP developed a strong gas and power presence in China including capturing
the prestigious Guangdong LNG Terminal project, the first of its kind in the country. He was also
previously the Director and General Manager of BP’s Asia Manufacturing, Supply and Trading
business, as well as Director of BP Singapore and Director of BP Asia Pacific.
Dr Wu joined
BP as a research physicist after graduating with a Ph.D. in Physics from Manchester University.
He is a Board Member of the Land Transport Authority, Sky China Petroleum Services Ltd,
ADV SCT Ltd and Singapore Copper Technologies Pte Ltd.
Mr Alvin Yeo
Mr Yeo is the Senior Partner of WongPartnership LLP, and practises in the firm’s Litigation and
Dispute Resolution Department. He was admitted to the English Bar in 1987 and to the Singapore
Bar in 1988. He was appointed Senior Counsel in January 2000, the youngest lawyer thus far to
be so appointed.
Mr Yeo is a member of various panels, including the Monetary Authority of
Singapore advisory panel to advise the Minister on appeals under various financial services
legislation, the Singapore International Arbitration Centre’s main panel of Arbitrators, and a Fellow
of the Singapore Institute of Arbitrators. He was a member of the Committee that reviewed the Legal
Services sector which reported to the Deputy Prime Minister. He is also a Member of Parliament.
Ms Zhou Hui
Ms Zhou is the Chief Accountant of HPI. She was previously the Deputy Chief and
Chief of the Finance Department of HIPDC, Deputy Manager and Manager of the Finance
Department of HPI, Deputy Chief Accountant and Chief Accountant of HPI.
Ms Zhou graduated from Renmin University of China with a post-graduate
degree in financial accounting. She is also the Vice Chairman of China Huaneng Finance
Corporation Ltd. and Vice Chairman of China Huaneng Sichuan Hydro Power Corporation Ltd.
(all subsidiaries of CHNG). Ms Zhou has advanced knowledge of capital markets.
